There is a lot that goes into national strategy documents, “The OHS Unity of Effort Initiative
builds important linkages between the Department’s planning, programming, budgeting, and
execution processes, ensuring that the Department invests and operates in a cohesive, unified
fashion, and makes decisions that are transparent and collaborative to drive strategic guidance to
results.” (U.S. Department of Homeland Security, 2015, pg. 3) Since there is so much
information that is needed to make a strategy document they usually try and incorporate
investment, strategic and operational planning, and stakeholder engagement. These documents
are also put in place to defend the nations home front, “This includes eliminating threats to their
physical safety, countering threats to global peace and security, and promoting and protecting
U.S. interests around the globe.” (Obama, 2015, pg. 14) Which at the end of the day is the main
goal.
2. what is meant by a strategy hierarchy?
A strategy hierarchy is a basically a strategy with a bunch of parts that help it achieve max
capacity, “The other strategies provide further levels of detail on the specific functions related to
weapons of mass destruction, cyber security, protection of physical infrastructure, and money
laundering.” (Yim, 2004, pg. 7) The private sector plays a good role because most strategies
don’t run by themselves, “Because national strategies are not governed by a single, consistent set
of requirements, we consulted a variety of public and private sector sources to identify a set of
desirable characteristics.” (Yim, 2004, pg. 8) With that being said they also review and study the
GPRA on strategic planning and performance.

1. What are the desired characteristics of a national strategy document?
Being in the U.S. Army, when I am asked to develop a strategic plan of how I am going to
protect an assigned area of operation, I tend have to think of so many aspects that can occur and
analyze them over a certain risk assessments. When it comes to a National Strategic document, I
think of the following:
1. Purpose, Scope and Methodology – understanding of the purpose of the strategy, providing a
scope that constitutes the strategy, and a way of process.
2. Problem Definition – utilize the 7 steps of problem solving as well as analyzing the risk
assessments
3. Benchmarks – milestones that are targeted throughout the process to maintain properly
timeliness to accomplish the mission
4. Resources – analyzing what tools and resources we have on hand, what we need
5. Organizational Role – a strategic battle plan of every organizations assigned tasks to be
accomplished
6. Integration – an overall assessment to the entire plan, goals, and task results
2. What is meant by a strategy hierarchy?
Strategy hierarchy can be viewed as a ladder. It take a step up to get to the top of the ladder
and a step down to get to the bottom. You can cannot skip steps as you may fall and hurt
yourself so you have to take a step at a time to reach a desired location. In strategy hierarchy, it
all starts at the highest level of an organization, down to an agency, and tactical level at the
bottom. You cannot skip levels as they must all follow through one another to reach the top or
the bottom. For example, in the United States Army, there is a proper chain of command. For me
being a station commander, I receive my mission from my company commander, I then task my
recruiters with their assigned mission. Once the overall mission is accomplished, I reward and
take care of my team then brief my company commander of the team’s accomplishments. In no
way or for any reason will my team contact the company commander as that is not the order of
chain of command.
